On November 25 in Baku, a trilateral meeting was held between Rovshan Rustamov, Chairman of Azerbaijan Railways CJSC (ADY), a company within AZCON Holding; Oleg Belozyorov, Director General and Chairman of the Board of Russian Railways JSC; and Jabbar Ali Zakeri, Head of the Islamic Republic of Iran Railways.
The meeting discussed prospects for cooperation in transport and logistics, particularly the expansion of transit capacities of the North–South International Transport Corridor, which passes through the territories of all three countries, as well as the relevant steps that can be taken in this direction.
Information was provided about the work carried out on the section of the North–South Corridor that passes through Azerbaijan. It was noted that the reconstruction of the Sumgayit–Yalama railway line will be completed by the end of the year. ADY is also continuing the construction of the Astara Terminal on Iranian territory, and the terminal is expected to be completed in the first quarter of 2026.
The parties signed a Memorandum on the Formation of Competitive Direct Tariffs and the Development of Logistic Services along the Western Route of the North–South Corridor.
The document envisages the harmonization of tariff approaches, the formation of a unified comprehensive tariff, the organization of regular block trains, and the improvement of procedures related to cargo transportation. The implementation of these mechanisms will enable the creation of a more predictable, faster, and economically efficient logistics chain between Azerbaijan, Russia, and Iran.
The Memorandum will strengthen the positions of Azerbaijan, Russia, and Iran as reliable participants in international transport corridors and ensure favorable conditions for the sustainable growth of transit flows in the region.
